One of the things the game definitely does right and which is paramount to this discussion is balance the importance between combat and command. However, and this might just be me, I don't think the game affords the tools needed to make strategy and tactics as impactful as they should be. Which I suppose is realistic, since the greatest part of a battle would be numbers, training and equipment. I very rarely felt like my tactics were the greatest part of a victory.
